This site offers several levels of access:

Casual users can browse and see many of the pages without ever registering
DC Recovery members can see more pages and enter content (such as personal blogs) and comment. You can join DC Recovery by clicking here.
DC Recovery members who are volunteering to work on projects (such as taking meetings to the DC jail) and internal working groups (such as Fundraising, Events, Communications, etc.) have even more, and more specialized, access, as granted by the Webmaster at the request of project leaders and working group leaders.
